Picture of a Nation in Formation Sierra Leone is still a fragile democracy struggling to recover from 10 years of civil war that ended in 2002. Since that time there have been 2 peaceful elections where the conservative party dominated by the Timne (28%) replaced the liberal party which has roots in the Mende (32%) area. Encouragingly, there were a number of crossover voters that indicate the dominance of tribal loyalties is starting to give way to a more nationalistic liberal/conservative division of the polity.
